Andrés Garcia, 64, a Cuban-born lawful permanent resident, was arrested and charged with two counts of unlawfully voting in federal elections in November 2022 and November 2024. According to authorities, Garcia registered to vote in Missouri in 2004 and voted in at least 15 elections over approximately 20 years, including at least 13 federal elections. Prosecutors allege that he falsely claimed U.S. citizenship when registering in 2004 and again in 2013, despite knowing he was not a citizen.
Homeland Security Investigations investigated the case with assistance from USCIS, and the U.S. Attorney’s Office for the Western District of Missouri is prosecuting it. If convicted, Garcia faces up to one year in prison and a $100,000 fine for each count, with the court determining any sentence. The charges are allegations, and Garcia is presumed innocent unless proven guilty.
