The Department of Homeland Security and U.S. Citizenship and Immigration Services have launched Operation PARRIS in Minnesota, an initiative that reexamines refugee cases through enhanced background checks and verification of claims. The effort is focused on approximately 5,600 refugees who have not yet obtained lawful permanent resident status, with USCIS’s new vetting center conducting reinterviews, merit reviews, and comprehensive screenings. Cases involving suspected fraud or other crimes are now being referred to Immigration and Customs Enforcement. Launched in mid-December, Operation PARRIS is part of a broader push to strengthen immigration vetting under Executive Order 14161 and Presidential Proclamation 10949, which direct agencies to implement safeguards against fraud, terrorism, and public safety threats. DHS officials describe Minnesota as a key testing ground for these efforts, building on prior investigations such as Operation Twin Shield that identified widespread immigration fraud in the region. USCIS says the initiative underscores its commitment to maximum vetting, fraud prevention, and public safety.
