Two Pakistanis in New Jersey Indicted for Fraudulent Voting in a Federal Election and Lying on Citizenship Applications

U.S. Citizenship and Immigration Services (USCIS) assisted federal authorities in an investigation that led to the indictment of two Pakistani nationals, Muhammad Muzammal, 37, and Muhammad Shakeel, 62, for illegally voting in a federal election and making false statements during the naturalization process. According to the indictments, both men were non-citizens when they registered to vote in New Jersey and falsely claimed U.S. citizenship on their voter registration forms. Despite not being citizens, they allegedly cast ballots in the November 2020 general election, which included the presidential race—an act reserved exclusively for U.S. citizens. The indictments further allege that after voting, both men applied for U.S. citizenship by submitting Form N-400 to USCIS, where they falsely stated under oath that they had never registered or voted in any election. These false claims were repeated during sworn interviews with USCIS officers. Federal prosecutors emphasized that the charges are allegations, and both defendants are presumed innocent unless proven guilty. If convicted, they could face up to 10 years in prison. USCIS encourages the public to report suspected immigration benefit fraud through its official tip form.
